Arranging technical based NOC engineer training for a NOC/NMC that is business critical is quite a task and one that often can slip behind.  The NOC/NMC team often operates 24 hours, so the dilemma for the NOC/NMC manager is how to ensure their training is current and up to date.  Overtime costs for cover and shift rota organisation all play a part.  

It is also generally accepted that not all NOCs/NMCs are busy all of the time, and that for UK or Europe based networks, evening and night shifts generally will be quieter.  Of course there are exceptions for NOCs/NMCs that are multi-national, where the quiet time in UK is busy, but the US would be manic.  Also some NOCs/NMCs are indeed busy 24/7 and so engineers would need to come off shift for any networks training.
